This Dragon Ball Xenoverse 3 roster table is a confirm list, not a tier list and not a leak dump. The sequel is upcoming for 2027. Producer Masayuki Hirano said launch includes 130 characters including non-fighters. We list people who have appeared in official trailers, battle-system copy, or first-party interviews. For original-cast story roles, use original characters. For the six bodies you actually create, use races.

These four originals (Brett, Lilica, ROM, Tap) are the Toriyama-era new faces Bandai Namco keeps repeating. They are not secret. They are also not proven full fighters. Write them into your story expectations, not into a Sparking Zero counter-pick sheet.

Goku is referenced as a motion pack in the Gameplay Closer Look (Earthling with Goku attacks versus Saiyan with Vegeta attacks). That confirms Goku-style animations, which strongly implies Goku as a mentor/soul candidate, but we still wait for a named Skill Tree card before calling him a checked Switch. Broly appears as a mission-scale fight in preview coverage — listed here as boss footage, not a CaC.
How 130 can be true without a 130-row table
Xenoverse 2 already blurred “playable fighter,” “mentor,” “PQ guest,” and “city NPC.” Hirano’s wording repeats that blur on purpose. If we published 130 empty rows, we would be padding. The honest version:
- Your CaC always exists.
- A large mentor/soul/assist pool is coming from XV1/XV2 plus new names.
- City NPCs count.
- Post-launch DLC is already part of the plan; Galactic Patrol is a named future-content example that misses launch.
Using this list to build
- Pick a race on races.
- Pick the Soul Switch / Awoken fork on Soul Switch.
- Treat the soul names above as the safe first Bond targets because Dimps already made their kits demo-visible.
- Rank those souls on the Soul Switch tier list only as fantasy roles (bar-breaker versus support Assist).
- Ignore pastebin “full rosters” until they match a trailer.
